HEAT WAVE: Tomorrow could be the hottest day in Toronto ever


How the GTA handles the heatwave blanketing the city


Keep your fan on high and your water bottle handy: Thursday could be Toronto’s hottest day ever.

The temperature is expected to reach a scorching 38 C. Toronto has only been that hot once, when it reached 38.3 C on August 25, 1948 according to measurements at Pearson airport.

Factor in the humidex and Thursday will feel like somewhere in the mid to high 40s.

Of course, this being the weather, it will be difficult to tell exactly how hot it will be.

If it doesn’t quite beat 38.3, Thursday could still be the hottest July day on record, beating out the 37.6 C high on July 7, 1988. Temperature records at Pearson have been kept since 1937.

Friday is projected to cool down to a more reasonable 32 C, but highs above 30 C are forecast through the weekend.

“We’re talking about excruciating temperatures,” said David Phillips, a senior climatologist at Environment Canada. “It’s very unusual.”

Overall, nine days this month have reached temperatures higher than 30 C. “We’ve already had a year’s worth of days above 30,” Phillips said.

The extreme heat is caused by a high-pressure system sitting over the city that’s warding off weather and keeping the jet stream well to the north, Phillips said.

HOT CELEBRITIES: Paris Hilton walks out on ABC News interview

Ask Paris Hilton if her "celebrity moment" is over in the interview, and she just might walk out on you.


ABC News' Dan Harris did just that when speaking with Hilton at her Los Angeles home this week. He inquired if Hilton was concerned about other famous-for-being-famous celebs like Kim Kardashian eclipsing her own stardom - that would be a "no," she said - or if she was concerned about reports that the ratings for her reality show, "The World According to Paris," were low (she's not worried about that, either).

But when Harris asked Hilton if she worries that her celebrity "moment [has] passed," Hilton paused, gives a little laugh and a stiff smirk before walking away to speak with her publicist, Harris says in a clip from the interview.

After what Harris calls a "long, heated" conversation, Hilton returned to continue - after some "cajoling," according to ABC News - the interview.

Now 30, Hilton explains, "I've been in the business for 15 years now, so it's been a very long time. Just like any other business person or someone in the industry, it's always important to reinvent yourself and come up with new projects."

By the end of the interview, though, Hilton seemed more relaxed, and hugged Harris as he departed.

SUMMER HEAT WAVE: Dangerous heat wave creeps east of United States and Canada



Take me out to the ball game? For some dealing with this relentless heat wave, that idea could make you think twice.


The heat wave that has taken hold of much of the upper Midwest over the past few days is taking its toll on just about everyone -- including those who may be used to working up a sweat outdoors.

Case in point: Monday's Philadelphia Phillies vs. Chicago Cubs baseball game. Phillies pitcher Roy Halladay was forced to leave the game early as temperatures at Chicago's Wrigley Field soared into the 90's. The heat index during game time was well over 100 degrees.

The pitcher, his face beet-red and his jersey soaked, left the game in the 5th inning.

"You could tell the heat was getting to him a little bit," said Phillies' pitching coach Rich Dubee, in an article on the team's website. "I talked to him after the fourth, and he said he was somewhat lightheaded, but he wanted to go back out there. Of course, he went out there in the fifth and just had a tough time staying focused and seeing the signs."

The team said Halladay felt better after the game.

But Chicago isn't alone. High temperature records were tied or broken Monday across the Midwest from Iowa to Indiana. Ankeny, Iowa, recorded a record high temperature of 102 degrees. Bluffton, Indiana, broke a 25-year-old record with a high temperature of 95 degrees, according to the National Weather Service.


The "dangerous" heat wave baking the central United States is expected to extend its reach eastward in the coming week, and ultimately cover most of the eastern part of the country, the National Weather Service said Monday.

"Heat index values in the triple digits are forecast across a large portion of the Midwest today, making it feel like 100 to 110 degrees or higher during the afternoon hours," the weather service said Monday morning.

By midweek, the high pressure responsible for the oppressive heat will expand eastward, bringing temperatures in the mid-90s to the Mid-Atlantic states "as early as Wednesday," the weather service warned.

"Further out, this dome of high pressure is forecast to dominate most of the eastern and central U.S. -- bringing excessive heat to much of the eastern half of the country except for the Northeast and southern Florida -- through the end of next week."

Much of middle America has been suffering with temperatures rivaling those in Death Valley for days.

On Sunday, the National Weather Service declared excessive heat warnings in at least 14 states, mostly in the upper Midwest. Several daily temperature records were broken -- from Alpena, Michigan, to Miami, Florida.

"Heat index values" -- how hot it feels outside -- have been running over 125 degrees in the worst-hit areas. The scale designed to describe how intense the heat feels takes relative humidity into account along with temperature.

"This is the hottest it's been for the longest period of time," said Emily McNamara from Sioux Falls, South Dakota, where the temperatures were expected to hover in the mid-90s through the middle of the week.

Jacob Beitlich, a Des Moines, Iowa-based meteorologist for the National Weather Service, said that two factors contribute to making this current heat wave especially dangerous: the lack of a significant drop in temperatures overnight to allow people's bodies to cool down, and relatively high humidity, which makes the air feel appreciably hotter than the thermometer may indicate.

In Iowa, for instance, he noted that the impact of mid-90s temperatures have been compounded by dew points in the upper 70s and low 80s. These combine to make the heat index spike so that it feels as hot as 126 degrees, according to the weather service.

"That takes a toll on your body," Beitlich explained. "When it's more humid, it's more difficult to cool down from sweating."

The Chart: Heat hurts your insides too

The National Weather Service notes that extreme heat typically is the biggest weather-related killer in the United States, taking about 115 lives each year. That's why the weather service and other government agencies urge people to minimize their time outdoors in periods of extreme heat, drink plenty of fluids, and keep especially close tabs on the elderly and young people.

In Missouri, scores of cooling centers have been established in libraries, senior centers, schools and other sites around the state to help deal with continuously high temperatures.

While the recent stretch has been particularly difficult, it's all part of what's been a long, hot and in many cases dry summer in numerous locales. The weather service indicates that Oklahoma, for instance, already has had 27 days this year in which the temperature surpassed 100 degrees.

Not everyone in the region sweated it out, though, this weekend. McNamara notes that Sioux Falls' Wild Water West waterpark, where she is the aquatic manager, has had "record-breaking days in terms of attendance" in recent days, with several thousand flooding in to get wet and beat the heat.

"It's awesome," she said. "You see people coming out having fun. It makes for a fast day."



GTA cooking under week-long heatwave

After one of the wettest springs on record, Toronto is now under a dry spell with no relief in sight.


In the last 25 days, the city has seen only 6.4 mm of rain when we should normally have gotten 63 mm, said Dave Phillips, senior climatologist at Environment Canada.

“We’ve had a tenth of what we normally would get in a three-and-a-half week period,” he said.

But Phillips doesn’t expect the record for the driest July — which was set in 1957 with 11.5 mm of rain — to be broken this summer.

“You can get one gullywasher, you see, and a record won’t be set.”

Record or not, Phillips says, it’s dry in Toronto and next week’s forecast doesn’t look much wetter.

There is a 30 per cent chance of rain on Sunday or Monday but Phillips it’s unlikely the sky will bless us with moisture.

“I don’t even carry an umbrella for 30 per cent chance. It’s not a done deal. We’re in it for the longhaul,” he said.

The last substantial rainfall was in June, and ironically, it was on the first day full day of summer when Toronto saw 21 mm of rain. The day before, we got 15 mm.

“In that two days, we had 36.4 mm of rain. That was a significant dose of moisture — almost what you’d expect in half-a-month, we got in two days. Yet over the last 25 days, we can barely get a thimble full of rain,” said Phillips.

“Could you imagine what Toronto would look like if we didn’t have one of the wettest springs on record?”

The lack of rain and cloud cover is turning the city into a sauna.

The city has extended a heat alert today, which will likely be the coolest day of the week at 30C with a UV index of 9, or very high.

Thursday is set to break records with a high of 38C, feeling more like the mid- to high 40s with the humidex reading. The mercury will drop toward the weekend, but only slightly, hovering around 30C.

The city advises residents to drink plenty of water, avoid going outside during peak sun hours, wear loose clothing and limit physical activities.

Phillips’ advice to Torontonians: be kind to trees.

“Be good Samaritans. Hug and adopt a tree and water it because it will please you later on when it bursts forth with brilliant colours in the fall.”

Watches, warnings, and advisories cover more than 30 states

The dangerous heat wave blamed for as many as 13 deaths spread into the eastern United States on Wednesday, extending its reach across nearly half the U.S. population, officials said.

About 141 million people in a 1 million-square-mile area were under heat advisories and warnings, Justin Kenney, spokesman for the National Oceanic and Atmospheric Administration, tweeted.

The National Weather Service said "temperatures in the mid-90s will be possible across the mid-Atlantic states today. High temperatures will near 100 degrees tomorrow across much of the mid-Atlantic and parts of the Southeast. These triple-digit temperatures are forecast to remain in place across the eastern U.S. through Saturday before cooling off slightly to the mid-90s by Sunday."

While it is unclear how many deaths will ultimately be blamed on the heat, the National Weather Service said 13 fatalities were "potentially related to the heat wave in the Midwest."

For parts of the country that have already been scorched, some relief was forecast to arrive later Wednesday, the weather service said. A cold front moving across Montana Wednesday morning "will significantly drop temperatures across the north central U.S. for the rest of the week, though locations across the central and southern Plains and parts of the Midwest will not see much change from the extended period of heat."

But in the East, some of the worst temperatures were just setting in.

Excessive heat watches, warnings and heat advisories were in effect in more than 30 states Wednesday morning, in what the weather service described as "a large portion of the central U.S. and Ohio River Valley, as well as portions of the mid-Atlantic and northeastern states. Temperatures will feel like 100 to 110 degrees or higher during the afternoon hours."

The heat wave in recent days has brought heat index values -- which measure how hot it feels -- to as high as 131, the weather service said.

Heat indices on Tuesday reached 129 in Newton, Iowa; 121 in Taylorville, Illinois; 122 in Gwinner, North Dakota; and 123 in Hutchinson, Minnesota.

Minneapolis, Minnesota, recorded its highest dew point ever, 82 degrees, on Tuesday. The dew point temperature is a measure of atmospheric moisture.

Part of what makes the heat wave so dangerous is that it offers no break, even at night. Chicago on Tuesday tied its record for the warmest low temperature of 78 degrees. In Rockford, Illinois, temperatures dropped only down to 76 degrees -- the warmest on record.

The Centers for Disease Control and Prevention said people in areas affected by extreme heat should drink more water than usual -- and not wait until they feel thirsty. "Avoid alcohol or liquids containing high amounts of sugar," the CDC says.

The CDC also recommends taking cool showers or baths and avoiding direct sunlight. "Check on those most at-risk twice a day," the CDC says.

U.S. DEBT TALKS focus on a new bipartisan $3.7 trillion debt reduction plan Wednesday -- the latest effort to avoid a potentially catastrophic default next month


Washington – Top administration and congressional officials are expected to focus on a new bipartisan $3.7 trillion debt reduction plan Wednesday -- the latest effort to avoid a potentially catastrophic default next month on the federal government's financial obligations.


President Barack Obama offered strong praise for the initiative on Tuesday, calling it "broadly consistent" with his own approach to the current debt ceiling crisis because it mixes tax changes, entitlement reforms and spending reductions.

Senate Democratic leaders, however, expressed skepticism that they will be able to increase the debt limit and pass the plan -- drafted by members of the chamber's so-called "Gang of Six" -- by the August 2 deadline.

If Congress fails to raise the current $14.3 trillion debt ceiling by that date, Americans could face rising interest rates, a declining dollar and increasingly jittery financial markets, among other problems.

The seriousness of the overall situation was reinforced last week when a major credit rating agency, Standard and Poor's, said it was placing the United States' sovereign rating on "CreditWatch with negative implications." Another major agency -- Moody's Investors Services -- said it would put America's bond rating on review for a possible downgrade.

House Republicans approved a "cut, cap and balance" plan Tuesday night that would raise the debt ceiling while imposing strict caps on all future federal spending and making it significantly tougher to raise taxes -- the solution favored by hard-line conservatives. The GOP plan -- which also requires Congress to pass a balanced budget amendment to the Constitution before raising the debt ceiling -- has little chance of clearing the Democratic-controlled Senate or surviving a certain presidential veto.


The vote did, however, allow rank-and-file Republicans to clearly demonstrate their preference for steps favored by many in the tea party movement even as their leadership seeks a middle ground with Democrats.

"While President Obama simply talks tough about cutting spending, House Republicans are taking action," House Speaker John Boehner, R-Ohio, said in a statement after the sharply polarized 234-190 vote.

Obama said before the vote that legislators "don't have any more time to engage in symbolic gestures."

"We have a Democratic president and administration that is prepared to sign a tough package that includes both spending cuts (and) modifications to Social Security, Medicaid and Medicare that would strengthen those systems and allow them to move forward, and would include a revenue component," Obama added. "We now have a bipartisan group of senators who agree with that balanced approach. And we've got the American people who agree with that balanced approach."

Obama also refused to rule out a fallback plan proposed by Senate Minority Leader Mitch McConnell, R-Kentucky, that would raise the debt ceiling up to $2.5 trillion through the 2012 election.

Under the Gang of Six plan -- put together by three Democrats and three Republicans -- $500 billion in budget savings would be immediately imposed, with marginal income tax rates reduced and the controversial alternative minimum tax ultimately abolished.

The plan would create three tax brackets with rates from 8% to 12%, 14% to 22%, and 23% to 29% -- part of a new structure designed to generate an additional $1 trillion in revenue. It would require cost changes to Medicare's growth rate formula, as well as $80 billion in Pentagon cuts.

"We've gone from a Gang of Six to a Mob of 50," an upbeat Sen. Joe Manchin, D-West Virginia, told reporters as he left a Tuesday meeting on Capitol Hill where other senators were briefed on the blueprint.

Sen. Tom Coburn, R-Oklahoma, announced that he had decided to rejoin the group. Coburn had recently withdrawn from the Gang of Six due to a dispute over entitlement cuts, but declared Tuesday that the plan, which now includes $116 billion in entitlement health care cost savings, has "moved significantly, and (is) where we need to be."

A Democratic congressional source said on condition of not being identified that the private meeting with senators to unveil the plan erupted in applause when Coburn, a conservative deficit hawk, announced he had rejoined the Gang of Six.

Other legislators supporting the plan included two conservative Republicans -- Sen. Lamar Alexander of Tennessee and Rep. Roger Wicker of Mississippi -- while another GOP conservative, Sen. Jeff Sessions of Alabama, raised questions about whether it achieves necessary spending cuts and raises taxes.

A spokesman for Boehner said it was similar in concept to what Boehner and Obama had discussed in their negotiations so far, "but also appears to fall short in some important areas." Other House Republican leaders, including Majority Leader Eric Cantor of Virginia and Budget Committee Chairman Rep. Paul Ryan of Wisconsin, also questioned the Gang of Six plan's call for increased tax revenue and commitment to reducing future costs.

Senate Majority Leader Harry Reid, D-Nevada, meanwhile, noted that the Constitution requires revenue bills to originate in the House, while his assistant majority leader, Sen. Dick Durbin of Illinois, pointed out that the plan still must be drafted into legislative language and analyzed by the Congressional Budget Office before it can be considered.

"It's not ready for prime time," said Durbin, one of the Gang of Six negotiators.

Reid said he's open to incorporating some elements of the proposal into a separate bill that he and McConnell are drafting as a fallback option to prevent the U.S. government from defaulting on its debt.

Several new public opinion polls, meanwhile, show that a majority of Americans want legislators to compromise on a deficit reduction deal instead of refusing to yield from their starting positions.

A CBS News poll released Monday indicates that two-thirds of Americans say any agreement should include spending reductions and tax hikes, with 28% saying a deal should only include spending cuts and 3% saying it should only include tax increases.

According to the survey, there is little partisan divide on the question. More than seven out of 10 Democrats and more than two-thirds of independent voters support a balanced approach, as do 55% of Republicans and 53% of self-described tea party movement supporters.


A Quinnipiac University poll released last week had similar findings. The survey indicated that two-thirds of the public supported a deal that included spending cuts as well as tax increases for wealthy Americans and corporations. Nearly nine out of 10 Democrats and two-thirds of independents in the survey supported the inclusion of tax increases, with Republicans divided on the issue.

The GOP initiative -- which would require any new tax increases to be approved by two-thirds of the members of the House and Senate -- stands in sharp contrast to Obama's stated preference for a package of roughly $4 trillion in savings over the next decade, composed of tax increases on the wealthy and spending reforms in Medicare, Social Security and elsewhere.

Hopes for such a so-called "grand bargain" appeared to have faded in recent days, partly because Republicans have continued to insist that any tax increases could derail an already shaky economic recovery. It was not immediately clear whether the Gang of Six proposal would be able to revive those hopes.

At the heart of the tax dispute has been Obama's call for more revenue by allowing tax cuts from the Bush presidency to expire at the end of 2012 for families making more than $250,000. The president's ideal plan would keep the lower tax rates for Americans who earn less.

Obama noted last week he is not looking to raise any taxes until 2013 or later. In exchange, the president said, he wants to ensure that the current progressive nature of the tax code is maintained, with higher-income Americans assessed higher tax rates.

But resistance to higher taxes is now a bedrock principle for most Republicans, enforced by conservative crusaders such as political activist Grover Norquist. His group, Americans for Tax Reform, has sponsored a high-profile pledge to oppose any tax increase.

The pledge has been signed by more than 230 House members and 40 senators, almost all of them Republicans.

Despite their differences, leaders from both parties insist they are committed to reaching an agreement that will allow them to raise the debt ceiling before August 2. McConnell's fallback proposal would give Obama the power to raise the borrowing limit by a total of $2.5 trillion, but also require three congressional votes on the issue before the 2012 general election.

Specifically, Obama would be required to submit three requests for debt ceiling hikes -- a $700 billion increase and two $900 billion increases. Along with each request, the president would have to submit a list of recommended spending cuts exceeding the debt ceiling increase. The cuts would not need to be enacted in order for the ceiling to rise.

Congress would vote on -- and presumably pass -- "resolutions of disapproval" for each request. Obama would likely veto each resolution. Unless Congress manages to override the president's vetoes -- considered highly unlikely -- the debt ceiling would increase.

The unusual scheme would allow most Republicans and some more conservative Democrats to vote against any debt ceiling hike while still allowing it to clear.

McConnell and Reid are also working on two critical additions to the plan, according to congressional aides in both parties. One would add up to roughly $1.5 trillion in spending cuts agreed to in earlier talks led by Vice President Joe Biden; the other would create a commission meant to find more major spending cuts, tax increases and entitlement reforms.

Changes agreed to by the commission -- composed of an equal number of House and Senate Democrats and Republicans -- would be subject to a strict up-or-down vote by Congress. No amendments would be allowed.

Sources say the panel would be modeled after the Base Closing and Realignment Commission, which managed to close hundreds of military bases that Congress could not otherwise bring itself to shut down.

COPA AMERICA 2011: Uruguay gana 2-0 a Perú y va a la gran final; Venezuela enfrenta Paraguay esta noche

Tabárez: "Vamos a tener la posibilidad de jugar una final y vamos a tratar de ganarla"


Uruguay venció por 2-0 a Perú y buscará su 15º título de la historia de la Copa América, en la final que se disputará en Buenos Aires.

Oscar Washington Tabárez, seleccionador de Uruguay, señaló que su equipo va a luchar en la final de Buenos Aires el próximo 24, pero valoró que hay un cambio de mentalidad que permite esforzarse por alcanzar los logros en vez de pensar que se ganará por los títulos conseguidos hace muchos años.

El DT expresó que "los uruguayos no pensamos más que ser segundos es un desastre. Sabemos que podemos ganar o perder. Vamos a tener la posibilidad de jugar una final y vamos a tratar de ganarla"

"La clave de nuestro éxito es el potencial que tenemos, tiramos desde fuera del área, ocupamos espacios. Luis Suárez es un gran delantero. Ante Argentina le hicieron 13 faltas, que no se ha hablado mucho de eso. Hoy estuvo bien, además de gol nos da movilidad, es un jugador muy importante. Le sustituí porque tenía una amarilla", comentó el seleccionador uruguayo.

"Perú fue tan duro como pensábamos. Ya lo vimos en el primer partido. Nuestra preocupaciòn eran Guerrero y Vargas. Aparecieron Forlán y Luis Suárez en el segundo gol y ya controlamos el partido", subrayó el técnico.

Uruguay impone su jerarquía sobre Perú y es el primer finalista de la Copa América


Los celestes se impusieron al elenco de Markarian por 2-0 con "doblete" de Luis Suárez. Irán por 15º título de la historia.

Perú venía de eliminar a Colombia en los cuartos de final de la Copa América. El elenco de Sergio Markarian se había convertido en una de las revelaciones del torneo por su juego basado en el contragolpe.

Es por esto que hoy tenía una gran oportunidad, que era poder acceder a la final del certamen continental. Antes, debían vencer al complicadísimo Uruguay del "Maestro" Tabárez.

En un partido muy disputado en el comienzo, los "charrúas" lograron imponerse por 2-0 y sacaron pasajes para la final del torneo que se disputa en Argentina.

Los goles fueron obra de Luis Suárez. La primera anotación fue a los 53 minutos, tras una gran jugada de Diego Forlán, que remató de distancia y el portero peruano dejó el rebote que fue aprovechado por Suárez.

La segunda y definita cifra la convirtió el mismo delantero del Liverpool a los 58,' mediante una gran jugada que evadió al arquero y marcó la última cifra del encuentro.

Con este resultado, Uruguay clasifica a la final del torneo e irá por su 15º título en la historia. El rival saldrá del duelo de mañana, que enfrentará a Venezuela ante Paraguay.

Tras eliminar sopresivamente a Chile, Venezuela quiere seguir haciendo historia y avanzar a la final de la Copa América si vence hoy a la experimentada selección de Paraguay.

El equipo de César Farías tiene una sola preocupación: el arquero Renny Vega sufre un estado gripal con fiebre incluida. Sin embargo, se estima que atajará ante los guaraníes. El único cambio obligado será el de Luis Seijas o Giacomo Di Giorgi por Tomás Rincón, expulsado contra Chile.

Por su parte, Gerardo Martino también hará una modificación obligatoria por la suspensión de Antolín Alcaraz, que recibió una tarjeta roja en el alargue frente a Brasil. El sustituto sería Iván Piriz, que ocuparía el lateral derecho y Darío Verón pasaría a jugar de central junto a Paulo Da Silva.

Martino también debe definir si Aureliano Torres, quien salió lesionado ante Brasil, será titular. Si no se recupera a tiempo, lo reemplazaría Elvis Marecos. La última duda gira alrededor de Roque Santa Cruz. Si el delantero superá su lesión, reemplazaría a Nelson Haedo Valdez.
